Part IV | Accountability Notation for Search Engine Optimization (SEO) Reviewers

Although that particular list could go on and on, The 2012 Illinois Municipal Code Book Index does not.  The only thing the IMCB Index does is provide positive exposure for those ready, willing and able to work with someone as it relates to their municipal code book while setting forth the question “Where is the asset?” for the rest of the communities…something that cannot be answered using the content of this index.

If there is not a link on this index to your municipality, you are strongly encouraged to call your local municipality (even if you are in an unincorporated area) to inquire about where you can go to review the local laws in your area.  If you are still having trouble reviewing some aspect of a municipal code book in a physical sense, please contact the Illinois Public Access Counselor’s office (a department of the Illinois Attorney General’s office) with your concerns. 

Although they do not dispense legal advice or advisement regarding any personal legal matter, there are still municipalities entirely unwilling to release for review the paper copy maintained by the municipality.  So when a municipality refers someone to only a website and/or a local library, a variety of circumstances still lead a person straight back to the paper copy maintained by the municipality.  From severely outdated copies still being held at local libraries all the way to legal clauses on websites encouraging visitors to check with the municipality once they’ve reviewed the content, the Public Access Counselor’s office can either investigate the matter or perhaps refer you to another path of resolution for your set of circumstances. 

Either way, if the State of Illinois is not made aware of these displays of public document distribution delays as it relates to the local municipal code books (along with board meeting minutes to audit the presence of any law in the municipal code book – i.e. when was it first brought up, was there any public discussion, when was it first voted on, when was it passed, etc.) as they happen, it delays one of the most critical aspects of an individual being free to access the Illinois Justice System Library in equal measure when they feel they have witnessed a perceived violation of law, they believe they have been violated or even perhaps a mixture of the two that creates the initial point of legal conflict, they have a desire to abide by the laws set forth governing business-related enterprises, etc.

It remains my personal opinion and position that until the State of Illinois fills up its virtual shelves of the Illinois Justice System Library, along with a system of filling up physical shelves as well, with a complete collection of all local laws currently in effect, this State will continue to struggle with characteristics and traits suggesting that the mental health of the population in the State of Illinois is so far beyond unreasonable and irreconcilable, we should already be used to being in a perpetual position of last place because of it.  Sort of a dip of the hat towards the image of Illinois being the home of the Chicago Cubs and yet fans keep filling the seats…
