The simple explanation is a law is proposed by the governing body of a municipality and through a series of steps, the law is either ratified or the effort perhaps ends due to lack of votes.  Board meeting minutes show general time frames as to the process of adopting a law and there are guidelines governing the publication of a law once it has been passed and signed into law.
