Is a Municipal Code Book the same as a Municipal Tax Code Book?

No.  A Municipal Code Book will contain a section on tax codes as adopted by the municipality.  This section may contain reference to a variety of external Tax Code Books and subsequent adoption of clauses contained within the external Tax Code Books.
